Rate Payer Management
Overview
Rate Payer Management handles the registration, verification, and management of all rate payers (property owners) in the system. Rate payers can be Individual or Organisation types. The module includes a 5-step registration wizard, verification workflows, and list views filtered by type and verification status.

Unverified Rate Payers
Rate payers who have registered but not completed OTP verification. These accounts are in a pending state and cannot fully use the system until verified.
!!! tip "Things to check" - Each tab shows only rate payers matching that filter - Tab counts match the actual number of rate payers - Search works across name, phone, email, and ID fields - Unverified rate payers are clearly distinguished from verified ones - Pagination works correctly for large datasets
Add Rate Payer (5-Step Wizard)
Navigate to: Sidebar → Rate Payer Management → Add Rate Payer
The rate payer registration is a 5-step wizard with a progress tracker at the top.

Step 1: Personal Information
For Individual Rate Payers

Step 3: Identification
For Individual Rate Payers

Step 4: Review
Summarizes all information entered across the previous three steps.

Each section has an Edit link that jumps back to that step without losing data from other steps.

Step 5: Submit
Confirmation and submission.
After submission:
- A success message confirms the rate payer was registered
- The rate payer appears in the list with Unverified status
- An OTP is sent to the provided email for verification
- The rate payer must complete OTP verification to become Active
